Hanover Associates

Hanover Associates is an independent UK consultancy providing advice, planning, training and exercising to a wide range of public and private sector clients worldwide. Hanover Associates was formed in the United Kingdom, in 2007 by Mick Massey.

Hanover offers a depth of knowledge on areas as diverse as command and control, protective security, threat assessment, counter terrorism, crisis management, European and UK civil protection, risk management, close protection, borders, customs and excise, health and safety, fire safety and health. Specialist support is provided through a wide range of Associates with diverse subject matter expertise who are experienced at working globally and within different regimes and environments. Hanover’s knowledge is backed by extensive global operational experience of major incidents and emergencies.

HA main objectives in the THREATS program are to develop a risk analysis methodology describing best practices in assessing the security and resilience of Health Sector, beginning with hospital critical infrastructure. It will bring awareness to authorities about the risks a hospital is facing, in case of major incidents or terrorist attack, analyse the weaknesses that are exposed and develop guidelines to plan for and mitigate against terrorist attacks. As coordinator Hanover also provides the project management office to coordinate the project’s deadlines, delivery process and quality assurance.

carlProject Coordinator: Carl Dakin
THREATS will be coordinated and managed by CARL DAKIN from HA. Carl is an experienced and professional Business Continuity and Security manager and trainer with other 25years of military experience within the Parachute Regiment and United Kingdom Special Forces (UKSF). He has a MSc in Business Continuity, Security and Emergency Management and a Foundation Degree in Protective Security Management. Carl has extensive operational experience across the world (Europe, Africa, Latin America, Middle and Far East) particularly in security planning. He has developed departmental security and business continuity contingencies, delivering specialist advice to CNI protection tasks. He will be responsible for the overall execution of the project and be the lead on WP1 and WP0.

chrisDeputy Programme Manager: Chris Arculeo
As Deputy Programme Manager Chris ARCULEO plays a key role in the quality assurance of all deliverables and overseas the Project Management Office. Chris spent 31 years in the Fire & Rescue Service, retiring from London Fire Brigade in 2009 as a Deputy Assistant Commissioner in charge of the London Resilience Training project team. He designed and delivered training for the response to terrorism. Chris was also the Deputy Programme Manager of the £200 million New Dimension Programme to increase the capability and capacity of the Fire and Rescue Service to respond to the consequences of terrorism. After retirement Chris held the post of Senior Fire and Rescue Adviser advising the UK government on all aspects of protective security within the Fire and Rescue Service.

mickTechnical Lead: Mick Massey
Mick MASSEY is the Managing Director of Hanover Associates and will assist the project by providing technical expertise. Mick spent 32 years in the London Fire Brigade and experienced many major incidents including the London IRA bombings, the Iranian Embassy siege, the Clapham, Southall and Paddington rail crashes, the Hackney siege, 7/7 and Buncefield. Mick currently manages a team developing and delivering Incident Management and Business Continuity training for a Government department that has required the highest level of National security clearance. His focus is on expanding the company in both the UK and International markets using a pro-active customer focused approach to management and associate development.

bobTechnical Lead: Bob Dobson
Bob DOBSON spent 34 years in the London Ambulance Service (LAS) as a Senior Training Officer and an Emergency Services Advisor to UK Special Operations and Special Forces.
Bob was the Secretary of the Disaster and Military Section of ESTES (European Society of Trauma and Emergency Surgery), an advisor to the International Center of Excellence for Pre-Hospital Care, Urla, Izmir Turkey, a member of CROUMSA (Croatian Urgent Medicine and Surgery Association), and was awarded Honorary Membership of the Karaganda Region Surgery Association, Kazakhstan. He is a member of the College of Paramedics, a Full Ambulance member of the Royal College of Surgeons of Edinburgh and is registered with the Health and Care Professions Council UK. He is a Board member and lecturer for MRMI (Medical Response to Major Incidents).

carolProject Management Office: Carol Morey
Carol MOREY is responsible for the Intellectual Property Committee and Dissemination within the THREATS project. As Operations Director of Hanover Associates Carol has responsibility for the day to day co-ordination of Hanover’s many projects, in addition to providing assistance in developing the business both in the UK and internationally.


susanProject Management Office: Dr Susan Cook
Susan COOK in the Project Management Office is responsible for the day to day running of the administration of the THREATS Project. Susan comes from a diverse background and has experience of working in blue-chip companies as well as in academia. Susan has a PhD in psychology and is qualified in PRINCE2 Project Management.
